For a project of this magnitude, two general contractors were chosen to work simultaneously to complete Phase III of the Joint Base Elmendorf–Richardson (JBER) housing privatization project. The owner and Design/Build team, led by Osborne, developed a plan that provided for a three-year development period rather than the original 10-year timeline. By using undeveloped lands in two existing neighborhoods, construction started immediately — without displacing families in housing scheduled for demolition. Osborne’s scope of work included demolition of 300 existing units, new construction of 303 homes, and renovations to 140 residences. Additional elements included landscaping, site development, extension of utilities, and building improvements in 11 neighborhoods on JBER.
